If you receive scholarship benefits, you will be required to serve either a four years active duty (full time) followed by 4 years in the reserves (inactive) or eight years as a drilling reservist (one weekend a month and two weeks a year during the summer) depending on which path (active duty vs. reserve duty) upon commissioning.

Do I have to wear a uniform everywhere/all the time?

No. This is not a service academy. You only wear your uniform to ROTC classes and events.
